The Bulgarian Academy of Sciences (BAS), being the coordinator of research in Bulgaria, establishes a network of scientific Open Access centres. Institute of Mathematics and Informatics (IMI-BAS) is the key point repository in the Bulgarian network providing support for academic researchers. The IMI-BAS repository is based on the DSpace software with an active and configured OAI-PMH interface for metadata harvesting. A permanent unique identifier from Handle.NET system is assigned to each article.

The Canadian Association of Research Libraries is the leadership organization for the Canadian research library community. The Association’s members are 29 major academic research libraries across Canada with the Library and Archives Canada, the Canada Institute for Scientific and Technical Information (CISTI) and the Library of Parliament. CARL strives to enhance the capacity of member libraries in areas important to the research library community, such as scholarly communications and public policy.

- National Science Library, Chinese Academy of Sciences (CAS)
The National Science Library, Chinese Academy of Sciences (NSL), is the central library of CAS as well as the National Library of Sciences in the Chinese National Science and Technology Libraries (NSTL) system of China. Under the leadership of the Board of Trustees appointed by CAS, NSL operates a Main Library in Beijing and three Branch Libraries in Lanzhou, Chengdu and Wuhan, and has a staff of over 500 and the building space of over 80[17em] 000[17em] m². NSL serves more than 30[17em] 000 researchers and 40[17em] 000 graduate students of CAS in about 100 research institutes in more than 30 cities in China, and provides services to scientific R[17em] &[17em] D communities through NSTL system.
NSL actively promotes public access of publicly funded research papers, by developing institutional repositories and promoting to the researchers. On the basis, developing CAS IR Grid, which is a knowledge repositories network run by NSL, which harvests and aggregates metadata from institutional repositories across CAS institutes. Besides, NSL provide its services to CAS institutes, with providing the software CAS OpenIR Platform based on DSpace, the best practices, depositing and public access policy guidelines, OA licensing guidelines, sustainable IR development guidelines, integrated service provider for easy search and better exposures, working together by subject librarians with institutional teams, negotiation with international publishers for framework agreements for depositing papers in institutional repositories.

Denmark’s Electronic Research Library (DEFF) is a collaborative organisation for Danish educational, academic and research libraries.
DEFF works to ensure that researchers, teachers and students in educational institutions and universities have access to relevant information via user-friendly systems and guidance of high quality. DEFF contributes to an optimal exploitation of researchbased information resources and to collaboration between library partners, joint development projects as well as the establishment of a technical infrastructure including OA repositories.

CNRS strongly supports open access policies and initiatives nationally and internationally.
CNRS was involved in the drafting of Berlin declaration and belongs to the first signatories. CNRS co-organized Berlin 7.
CNRS has been hosting and funding HAL (open access repository, compliant with OpenAire) for 11 years. HAL is the national repository for France. The platform is open for depositing research material from any researcher from any university or research organization.
CNRS created a scientific and technical information office on July 2010: Direction de l’Information Scientifique et Technique (DIST).

The University of Göttingen is a research university of international renown with strong focuses in research-led teaching. It is distinguished by the rich diversity of its subject spectrum particularly in the humanities, its excellent facilities for the pursuit of scientific research, and the outstanding quality of the areas that define its profile.
Göttingen State and University Library is among the five largest, top-ranked research libraries in Germany. It is a leading institution in facilitating and developing research infrastructure for eResearch. Areas of activities include grid-based research infrastructures, research data management, long-term access, digitisation, electronic publishing, open access and digital repository networks. Prominent examples of large-scale research infrastructure networks are DARIAH-DE, OpenAIRE and COAR.
- Helmholtz Association
The Helmholtz Association is with 33[17em] 000 employees in 17 research centres and an annual budget of approximately 3.3 billion euros, Germany’s largest scientific organisation.
The Helmholtz Association was one of the initial signatories of the “Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities” in 2003. This commitment towards open access was then formally adopted by its Assembly of Members (assembly of the directors of the Helmholtz Centres): “Publications from the Helmholtz Association shall in future, without exception, be available free of charge, in so far no conflicting Agreement with the publishers or others exists.” (Resolution of the Assembly of Members, 27.09.2004). Since 2005, the Helmholtz Open Access Project is supporting the scientists as well as the respective Helmholtz Centres in the implemention of Open Access.
One example of the project’s success is that most Helmholtz Centres now run institutional repositories.

SLUB is the largest research library in East Germany. It operates one of the leading high-capacity digitization centers and is a member of the competence network for the German Digital Library. It is working on many third party funded digitization projects and contributes significantly to the development of production and presentation software and of robotics technology. SLUB has been putting much effort in making scientific and scholarly content openly available and has adopted Open Access as one of it's core policies.

The ZBW – German National Library of Economics – Leibniz Information Centre for Economics is the world’s largest specialist library for economics and business studies, with more than four million publications in printed or electronic format. Located in Kiel and Hamburg, ZBW is also the main document supplier in it’s subjects in Germany, produces the bibliographic database ECONIS and maintains the subject portal EconBiz.
Apart from these classical duties, the ZBW is also very active in other areas of information infrastructure, e.g. electronic publishing and open access, research data management, social media, semantic technologies and long-term preservation.The electronic publishing activities include the subject repository EconStor, the Open-Access-Journal Economics and the Open-Access-Portals Economists Online and Leibniz-Open.

DRF (Digital Repository Federation) is a federation for the universties and research institutions, which aims to promote Open Access and Institutional Repositories in Japan. Currently 127 institutions are participating. It serves a wiki and a discussion list, and organizes a set of workshops/trainings for repository managers. DRF has built repository manager-level lateral solidarity to share experience, exchange various creative ideas and add improvements, thereby highly developing respective repositories and their networks.

The Koninklijke Bibliotheek (KB), founded in 1798, is the national library of the Netherlands. The KB cooperates with other national libraries and plays an important, often initiating role in various national and international cooperative alliances and is a sought-after partner in national and international projects.

TU Delft Library is the largest library for the technical sciences in the Netherlands. The library focuses on bringing valuable digital services and information to its users and hereby supports the university in her aim to provide excellent education and research facilities. As part of a specific national funding, the library performs her services for a wider audience than merely the university users. TU Delft supports open access, and TU Delft Library brings this further in initiatives such as 3TU.datacentre, raising awareness on copyright, supporting faculty in the scientific publishing path and increasing the content, both in size and diversity, of the TU Delft Repository. It is impossible to act on these matters in isolation. Therefore COAR adds value for us, to share ideas, learn from each other and find strength in focus.

FCCN is a private non-profit institution. Since 1987, with the support of universities and several national R[17em] &[17em] D institutions, FCCN has contributed to the internet’s expansion in Portugal. FCCN plans, manages and operates the national NREN, Science, Technology and Society Network (RCTS) – a high-performance network for organizations with higher communication needs. Given its characteristics, RCTS serves as a platform for developing and testing advanced communication applications and services.
FCCN provide services to our community (professors, students, researchers and university staff) and is involved in several national and international projects. One of them is the national initiative of Open Access – the RCAAP Project.

U.Porto is the largest Portuguese University. Created on 1911, it comprises 14 Public Schools, a Business School, 30 Libraries, 12 Museums and about 70 R[17em] &[17em] D Units. A large range of courses covering all levels of higher education and all the major areas of knowledge are available to its 30[17em] 000 students. SIGARRA, the Information System of U.Porto, was conceived to facilitate the production, flow, storage and access to the information managed by the institution.
The Institutional Repository, managed by the Department of Digital University, guarantees open access to the full text of almost 20[17em] 000 publications. The interoperability between the IS and the Open Repository assures that the intellectual production of the academic and scientific community is automatically transferred to the Repository. It is enough for the authors to register and auto-deposit the publications in their own institutional pages, defining that they are public.

CSIC is Spain’s National Research Council, the largest public research institution. Under the Ministry of Science and Innovation, its 130 research centers and institutes dedicate to Humanities and Social Sciences; Biology and Biomedicine; Natural Resources; Agricultural Sciences; Physical Science and Technologies; Materials Science and Technology; Food Science and Technology; Chemical Science and Technology.
CSIC Presidency signed the Berlin Declaration in 2006. Launched early 2008, Digital.CSIC is coordinated by CSIC Unit of Scientific Resources for Research and is part of “Frames” Action Line in CSIC Strategic Plan 2010-2013. CSIC hosted the seminar that led to the making of Alhambra Declaration in 2010.
Digital.CSIC organises, preserves and enables access to a wide variety of resources and counts with the participation of CSIC scientific community and its 78 research libraries. The repository raises awareness and trains CSIC community on OA issues. With 38,000+ items, it is the largest repository of scientific resources in Spain.

Consorcio Madroño is a consortium created by the Protocol signed in Madrid on 9 June 1999 by the following universities: Universidad de Alcalá (UAH), Universidad Autónoma de Madrid (UAM), Universidad Carlos III (UC3M), Universidad Complutense (UCM), UNED, Universidad Politécnica de Madrid (UPM) and Universidad Rey Juan Carlos (URJC).
The main aim of Consorcio Madroño is to improve the quality of library services by promoting inter-library cooperation. The members of Consorcio Madroño are particularly committed to the “open access” movement.

The Spanish Foundation for Science and Technology (FECYT) is a tool of the Spanish Ministry for Science and Innovation to reinforce the value chain of knowledge, driving science and innovation and promoting its integration and approaching it to society, answering the questions to the needs and expectations of the Spanish Science, Technology and Enterprise System.The strategic vectors of the foundation are to foster different initiatives to develop scientific and innovation culture, to facilitate knowledge transfer into entrepreneur talent, to lead the integration and rationalization of scientific and innovation information and metrics, and to foster the generation of turnovers of science and innovation in Spain.
FECYT coordinates OA policies and projects in Spain. It runs RECOLECTA, the Spanish national project for the constitution of the federated infrastructure of open institutional repositories. Moreover, FECYT is the national desk for Spain in the OpenAIRE project, coordinated a seminar in 2010 about Open Access in Southern Europe that gave place to the Alhambra Declaration, and organized the 5th International Conference on Open Repositories in 2010 with more than 400 attendees from all over the world.

Chalmers is a technical university located in Gothenburg, Sweden, conducting research and teaching in the fields of Engineering, Science and Architecture. Chalmers has an Open Access Policy from January 2010. Researchers are requested to submit a copy of their articles to the repository, Chalmers Publication Library (CPL). “Publication Services and Bibliometrics” within Chalmers Library is responsible for the publication database and services to support the policy.
- DiVA Consortium
The DiVA Consortium consists of 30 members (universities and research institutes in Scandinavia) that use the DiVA publishing system for bibliographical indexing, research evaluation, electronic publishing and archiving. DiVA started in 2000 at the Electronic Publishing Centre (EPC) at Uppsala University Library. The system is entirely built on open source software. All applications are hosted by the EPC that has broad expertise in areas related to system development and administration, open access, metadata interoperability, and long-term preservation.

As part of the University of Gothenburg the Library has the aim to support scientific research and development, teaching and higher education. It contributes to information literacy among students and staff.
Gothenburg University Library is responsible for supplying literature and library services to 40,000 undergraduate students, a staff of 5,100, and 2,600 postgraduate students. It administers material in printed as well as in digital form within all subject areas except chemistry, physics, and mathematics. The library offers a creative environment for studies and easy and effective access to electronic resources.
The Digital Services department works with coordination and development of the library web site, electronic publishing, e-journals, e-books, subject databases and IT-development in these areas. The department hosts two databases for scientific publications from the University of Gothenburg. It supports researchers and postgraduate students in open access-related questions, publishing and copyright questions.
GUP (Gothenburg University Publications) is the in-house-developed bibliographic database for registration of all scientific publications by researchers at the university. The database offers a self-archiving tool for peer reviewed journal articles and conference papers. GUP represents the basis for bibliometric analyses at the university and data are used directly or in combination with other databases. Publication data also serve as a preparation for different decision making processes.
GUPEA (Gothenburg University Publications Electronic Archive) is the full text database for e-publishing of dissertations, research reports, student theses etc. I started as a project in 2004, and was implemented in 2005/2006 based on DSpace. GUPEA is OAI compliant and follows the OpenAIRE and DRIVER guidelines.
Gothenburg University Library offers also service for editorial boards to publish journals by using the publishing tool Open Journals Systems OJS. Three journals, Moderna Språk, Nordic Journal of English Studies and Tidskrift för litteraturvetenskap, are published to date.

The National Library of Sweden combines the traditional mission of a national library with that of a national library authority. It coordinates the OpenAccess.se programme, that supports Open Access developments in Sweden. The programme addresses policy issues, development of infrastructure and information to researchers. It provides tools and training in the use of online tools, such as the Data Management Planning tool, to support the creation and management of research data.

EDINA is a JISC-funded national data centre, serving UK Higher and Further Education. EDINA is tasked with improving the national repository infrastructure through UK RepositoryNet + and has experience hosting repositories and developing repository-related services, including OpenDepot, ShareGeo and Edinburgh DataShare, as well as OA-RJ (Open Access Repository Junction), a broker to assist open access deposit into, and interoperability between, existing repository services.

OCLC and its member libraries cooperatively produce and maintain WorldCat, the world's largest online database for discovery of library resources. Additionally, OCLC promotes the use and distribution of open access repositories through OAIster and the Digital Collection Gateway.
