On January 1, 2024, all COAR operations will transition from the COAR e.V. to the Stichting COAR (COAR Foundation).
COAR was founded in 2009 and has been hosted by Göttingen Library in Germany. We are greatly appreciative of the support we have received by Göttingen Library, without which, COAR would not have been able to thrive during these years. However, as COAR has matured, it became apparent that the organization needed to become less reliant on a single member host organization, and take greater responsibility for the legal and administrative aspects of the organization. In addition, the language and administrative requirements for not-for-profits in Germany was very challenging for a relatively small organization like COAR.
In 2022 the COAR Executive Board explored various options in terms of the best location for COAR, while still remaining in Europe, where at least half of our members are based. After reviewing the various considerations, the Executive Board decided that The Netherlands ‘Stichting’ (Foundation) option was the best one for COAR for a number of reasons:
- COAR has a relatively small budget and small office operations, and is less able to fulfill the requirements of a jurisdiction with a high administrative burden
- COAR’s working language is English
- COAR has a highly distributed staff, based in many different jurisdictions
The Netherlands was the right fit for our legal seat. At the same time, we will maintain our relationship University of Minho Library, in Portugal who will continue to host the administrative office.
The COAR Executive Board was advised by lawyers that the only way to relocate to The Netherlands was to dissolve the German association (eingetragener Verein) and create a new organization to undertake the work of COAR, based in the Netherlands. A Dutch Foundation (Stichting COAR) was then set up as of April 3, 2023, with the same purpose as COAR e.V. More information about the Stichting is available here.
